Cell Phone Law…Do you obey it?

I drive around a lot of El Paso on a daily basis and I see people on their phones constantly.  Whether it be texting, talking on speaker phone, or phone up to the ear.  Is it me or did we all forget that it is against the law to do this..I know the police enforce it but it appears a majority of citizens don’t respect the law and most officers aren’t going to pull somebody over it for it unless they can with out a doubt catch them red handed.  I’ll admit that I have talked on the phone while driving but I really do try and keep off the handset.  So my poll for today is for you admit whether you talk/text on the phone while driving in ELP.  Also, is this law as effective as it should be…answer in the comments below!
